GDPR New Procedural Rules Reform and What's Next

As the EU continues to strengthen its digital regulatory landscape, the procedural reform of the General Data Protection Regulation (GDPR) is expected to be finalized by the end of May 2025, earlier than previously anticipated, according to MEP Markéta Gregorová.

This reform aims to streamline enforcement and reduce administrative burdens, particularly for SMEs. However, key aspects — like deadlines — remain under negotiation. Meanwhile, Justice Commissioner Michael McGrath has signaled a forthcoming proposal to simplify record-keeping obligations under Article 30(5) GDPR, expected to be finalized by June 2025

The European Data Protection Supervisor (EDPS), Wojciech Wiewiórowski, urged policymakers to prepare for potential GDPR review discussions, even as full implementation is still incomplete. While acknowledging gaps in enforcement and challenges in cross-border cases, he warned against rushing into fundamental changes, echoing concerns from civil society groups like BEUC, which cautioned that reopening the GDPR could increase legal uncertainty.
