EFRAG calls for tenders to outsource the development of the XBRL taxonomy of the first set of European Sustainability Reporting Standards (ESRS) to XBRL specialised experts. Responses are expected no later than Monday 24 October 2022, by close of business. The call for tenders can be downloaded here.

The Corporate Sustainability Reporting Directive (CSRD) requires the adoption of EU Sustainability Reporting Standards (ESRS) to be developed by EFRAG.
In this context, EFRAG has prepared a first set of 13 exposure drafts of draft ESRS and EFRAG expects to finalise the draft ESRS, and submit them, in the form of a technical advice to the European Commission by mid-November 2022.
The CSRD requires entities to prepare their management report in the European Single Electronic Format (ESEF) and that will include the information required by the final ESRS as adopted in the EU. Therefore, EFRAG needs to prepare an XBRL taxonomy to define all reportable items reflected in the disclosure requirements of the ESRS in an XBRL format.
EFRAG seeks to outsource the development of the XBRL taxonomy of the ESRS to XBRL specialised experts. The main deliverables are the ESRS XBRL taxonomy for each draft standard as well as the Illustrative Tagged Reports in the Inline XBRL format (iXBRL).
The ESRS XBRL taxonomy and accompanying Illustrative Tagged Reports will need to cover all the ESRS that are part of Set 1as submitted to the European Commission. To guide the tenders, a Proof-of-Concept XBRL taxonomy example covering a few Disclosure Requirements, has already been published as part of the Basis for Conclusion of the Environmental reporting standard ESRS E1, page 44.
The tender includes both the XBRL Taxonomy on the basis of the draft ESRS as submitted by EFRAG to the European Commission by mid-November and the subsequent adjustment to reflect any revisions arising from:
- The changes (if any) arising from the final ESRS as adopted by the European Union (expected by mid-2023); and/or
- The changes (if any) arising from the public consultation that EFRAG will conduct on the draft XBRL Taxonomy based on the draft ESRS.
The deadline to complete the draft deliverables is 10 April 2023 and the final deliverables 31 August 2023. EFRAG welcomes applications from consortiums or associations of tenderers or might consider splitting the scope of work between different providers.
